JOB TITLE: Director of Homeless Services

LOCATION: MSC 525 5th Street, 224 So. Van Ness San Francisco

PROGRAMS: Multi-Service Center South, Navigation Centers

CLASSIFICATION: Full-Time, 40+ hours per week, Exempt

SUPERVISOR: Executive Director

SALARY/BENEFITS: DOE, Kaiser HMO fully paid for employee, voluntary dental and vision insurance, 403b retirement plan

EMPLOYEES SUPERVISED: 5

SUMMARY:

Under the direction of the Executive Director the Director of Homeless Services is responsible for the overall shelter operation and supportive services of Multi-Service Center South and Division Circle Navigation Center, consistent with St. Vincent de Paul philosophy, goals, and objectives. The MSC and Division Center Navigation Center provide a full range of support services, awareness, education, and outreach to homeless men and women utilizing a harm reduction model. This position provides direct supervision to the Division Site Director, MSC Supportive Services Supervisor, MSC Site Manager, ACCESS Point Supervisor and oversight of supportive services from outside providers.

PRIMARY DUTIES AND RESPONSIBILITIES:

Supervision of the Navigation Center Site Director, ACESS Point Supervisor, MSC Site Manager and Supportive Services Supervisor, including leadership, coaching, performance, and staff development.

Ensure quality provision of all direct services. Maintain focus on client needs, client satisfaction and results driven approach.

Support and oversee the implementation of all navigation center policies and procedures with input from the Executive Director and Director of Program Operations.

Comply with all Homeless and Supportive Housing Department (HSH) and Human Services Agency (HSA) contractual requirements and reporting for St. Vincent de Paul Society.

Assist with implementation of staff development and training in conjunction with HR and Director of Program Operations.

Facilitate monthly community meetings and report outcomes in writing of such meetings

Assist with shelter grievance hearings.

Respond to guest complaints and suggestions. This includes responding in writing to all shelter monitoring committee complaints and in-house guest’s complaints.

Attend weekly meetings with Executive Director and Director of Program Operations.

Monitor supportive services client records for quality assurance.

Monitor on-site provision of supportive services with community agencies, including but not limited to, SFSTART, UCSF, Tom Waddell, Access Point staff and Legal Clinic.

Perform other duties assigned.

QUALIFICATIONS:

Four-year degree in social services, psychology or related field. Equivalent experience may be accepted in lieu of a degree. MA/MS degree preferable.

Two years of demonstrated leadership experience.

Three years of management experience in a non-profit service environment.

Five years of experience in homeless services and fiscal contract administration with a non-profit organization.

Strong understanding of Homelessness and Supportive Housing and Human Services Agency contract management.

Demonstrated ability to support implementation and oversight of shelter policies and procedures.

Excellent use of English communication including ability to read, write and speak English.

Accurate data entry and ability to utilize computer programs including Salesforce, Dropbox, Microsoft Word, Excel, and Outlook.

Strong organizational skills and attention to detail.

Ability to meet deadlines, set priorities and work under pressure.

Demonstrated use of Vincentian values such as respect, integrity, dignity, collaboration, justice, compassion, client advocacy, resourcefulness and excellence.

Sensitivity to the needs of diverse ethnic, cultural, religious, gender/transgender populations.

Ability to de-escalate crisis situations and make decisions under pressure.

Ability to maintain professional rapport and boundaries with staff, volunteers and clients.

Bilingual: English and Spanish preferred

Fingerprinting and TB clearance required upon job offer. First Aid/CPR training will be required.

Covid-19 vaccination required with booster done by March 1, 2022.
