Patrick B. Schmalz

Chief Executive Officer

Patrick Schmalz earned a BS in Operations Research & Industrial Engineering from Cornell University then worked in a variety of financial and administrative roles in both for-profit and not-for-profit organizations, while earning an MBA from Loyola University Maryland, as well as a currently inactive CPA credential from the great state of Maryland before joining Meals on Wheels San Francisco in 2016 serving as Chief Financial Officer. Pat joined the St. Vincent de Paul Society of San Francisco as Executive Director in May of 2024 and looks forward to helping serve many of our most vulnerable neighbors.

Chelsy Josepher

Chief Domestic Violence Services Officer

Chelsy graduated from California State Polytechnic University with a degree in Psychology, including a focus on Family Violence, Substance Use and Abuse, Advanced Developmental Psychopathology, Business Management, Interpersonal Communications and Interviewing & Counseling. Chelsy has worked in many different positions in the field of social services helping marginalized communities and at-risk populations as a case manager, program supervisor/manager, and program director. She has managed TAY and transitional housing programs with over 1,000 clients, all with the primary goal of obtaining stable housing. The combination of that strong experience plus her enthusiasm and passion for the work, make her the best hire for the Riley Center, as well as an important addition to our Executive Leadership Team.

Fr. Andres Emmanuelli, I.V.Dei

Chief Development Officer

Fr. Andres Emmanuelli, I.V.Dei joins the St. Vincent de Paul Society of San Francisco as Chief Development Officer, bringing nearly two decades of specialized experience in fundraising, donor relations, and major gifts management. He has a proven track record of securing significant financial support for nonprofit organizations, overseeing comprehensive fundraising strategies that include corporate partnerships, individual giving, grant writing, and event-based fundraising. As a Catholic priest since 2017, Fr. Andres has also served as a chaplain at UCSF Medical Center, providing spiritual care to patients and families during critical moments. He holds a Master of Divinity, a Master of Arts in Theology, and is currently pursuing an MBA at San Francisco Bay University, with a focus on organizational leadership and philanthropy.

Fr. Andres’ fundraising expertise is enhanced by his service on the boards of AMPS Charter Schools and The Oakland Latino Chamber of Commerce, where he champions educational equity and economic empowerment. Fluent in English, Spanish, and Portuguese, and with extensive international experience, he brings a global perspective to his development work, fostering diverse donor relationships and building strong community networks. Fr. Andres hopes to continue contributing to the impactful, mission-driven fundraising efforts at the St. Vincent de Paul Society of San Francisco and beyond.

Lori Van Tassell

Chief Operating Officer 

Lori brings over 20 years of experience in the for-profit sector, most recently serving as Vice President of Operations for the U.S. subsidiary of one of Sweden’s largest pension funds. Her career began in the legal field, where she worked as a paralegal and legal administrator before transitioning into executive leadership.

In 2018, driven by a desire to make a meaningful impact, Lori shifted her focus to the nonprofit sector. Committed to serving individuals affected by trauma in underserved and marginalized communities, she joined SVDP in August 2019 as a Family Advocate and Children’s Case Manager for the Riley Center after several months as a dedicated volunteer. Her unwavering commitment to advocacy [as a Domestic Violence Peer Counselor] and service led to a series of promotions, propelling her into leadership roles and ultimately into executive management.

As Chief Operating Officer, Lori combines her extensive operational expertise with a deep passion for social impact. She oversees strategic initiatives, program development, and organizational growth to enhance service delivery for San Francisco’s unhoused and survivors of domestic violence and their families. Her leadership ensures that the organization operates efficiently while fostering a compassionate, trauma -informed, client-centered approach to care.

Lori holds a bachelor's degree in Criminal Justice, Law Enforcement, and Business Administration from Grand Valley State University. She remains dedicated to driving systemic change, empowering individuals, and strengthening communities through her work.

Salvador Barr

Chief Homeless Services Officer

As the Director of Homeless Services for the St. Vincent de Paul of San Francisco, Salvador is committed to partnering with City agencies to support homeless efforts at defining and reaching both short and long-term goals and systematically increasing each client’s self-sufficiency through workforce development, support services, case management, healthy meals, affordable housing, and financial independence. Previously, Salvador worked as an Immigration Attorney in Seattle and San Francisco. In addition, for years, Salvador supervised and facilitated the compliance of the McKinney-Vento Homeless Education Act for the San Francisco Unified School District, servicing over 9,000 public students. Salvador graduated with honors from San Diego State University with a degree in Bachelor of Arts. Followed by earning a Master's Degree in Science Education Social Counseling at National University and completing a Juris Doctorate in Law at Whittier College.
